24h forecast precipitation map layer is placed incorrectly to the timeline

Pasi Toivanen requested to merge 695-dashboard-time-dimension-custom-rounding into staging

This MR applies Atmos specific rounding logic to how selected time. Now if data points are every 24h the correct value is rounded down to nearest UTC midnight.

This logic needs to be added also to time slider lite connect in opengeoweb so that the same logic applies to fullscreen map.
