Include annotations in Minio job and Upgrade Check Hook

What does this MR do?

Adds the ability to specify annotations for the create-buckets-job in the Minio chart and the Upgrade Check Hook Job. We deploy the Gitlab chart to a cluster with Istio and we need the ability to add annotations here for proper configuration of Istio's sidecars.
