Helpdesk team members are not notified when a new ticket is created

Summary Helpdesk team members are not notified via email when a new ticket is created. They ARE notified via email for all other activities on a ticket - customer replies, status updates, etc., it's only the initial ticket creation that no longer sends a notification.
These emails used to come in on ticket creation, but they stopped after updating Flectra sometime earlier this year.
Steps to reproduce Set up Helpdesk team Set up email with ability to create tickets by email Create new ticket by sending an email to the helpdesk email address
What is the current bug behavior? No notification emails are sent out to Helpdesk members
What is the expected correct behavior? A notification email goes out to Helpdesk members, with a link to the ticket
Relevant logs and/or screenshots No error output occurs during the logs when this happens
Possible fixes Unsure, but this worked initially and broke after an upgrade
