A manager can create and update Places.
Acceptance Criteria
Given that I am a manager,
when I visit my dashboard,
then I see a link to add a Place,
when I click the "Add a Place" link,
then I see a form with fields for:
- Place Name
- Image
- Description
- Location (reference field)
- Hours open
Given that I am a staff,
when I visit a Place page,
then I see an "Edit" working tab,
when I click the "Edit" working tab,
then I am taken to the edit form.

Show hours of operation if value of "When is this place open?" is "This place has specific hours of operation." -
Add "Add place" button to /admin/providers/opportunities -
Update access rule for /admin/providers/opportunities to include site managers
