Add passwordeval keyword feature

I'd like to merge this passwordeval feature that allows to use unrelated external utilities to provide the password to fetchmail. Thus avoids storing cleartext passwords in .fetchmailrc in various ways.

I've seen there's been another merge request for the same topic. Coincidence :-)

While I was at it I also filled up some of the german gettext translations, don't know if that helps.
