test: align sfw checks with cache settings

Set SETUP_VP_CACHE=true for sfw-cache-reuse. This job must enable caching before it can check binary reuse.

Check sfw --version in the template assertions. This accepts the temporary install path when caching is disabled.

These changes address the two Linux failures in pipeline 2849366109. Local Linux checks pass with the real installer.

The Windows cache fix is in setup-vp PR #159. Use setup_vp_ref=ed77d6f65fcf5e2c2eb86cba8b0c0eeaaa355f92 to test both changes together. The default setup commit stays unchanged.
