
Antora: Create `policy` module

This commit introduces a new Antora module for all Mindshare Committee
policies and bylaws. Right now, we do not have many, just the event
report policy. In this commit, I migrated the existing event report
policy into this new module, updated some broken xref
s, added the ROOT
partials for using common {shortcodes}
, and other minor formatting.
The definition and interpretation of the policy were not altered, so I
am going to merge this commit directly to main
. Setting this up now
sets the path for documenting future Mindshare Committee policies and
bylaws more easily (e.g. social media management).

I see that things are set up in a way where a peer review is required before a merge is made. Honestly, it is better this way!
@pbokoc I am tagging you for a review since this change is about Antora-specific information architecture. There are no significant changes to the Mindshare docs content itself.

Hi Justin, just a couple of comments:
- The whole page appears to be specifically about late event reports. Unless you have some additional plans for adding other info to the page, I'd retitle it to "Late Event Report Policy".
- On a similar note, is there a specific reason why this is under Policies in nav.adoc, and not Events? It's fine if it's just future-proofing and there's going to be more pages added, but otherwise, I'd just put it under Events with the others.
- Shouldn't the last heading be "Re-establishing project activity"? I think that sounds better.
Other than that, everything looks good. I'll approve this and it's up to you whether you want to act on my suggestions :)
