scancode identifies it as bacula-exception https://github.com/aboutcode-org/scancode-toolkit/blame/develop/src/licensedcode/data/licenses/bacula-exception.LICENSE

and it does not match anything in SPDX.

I think this is already handled as LicenseRef-Bacula see: #277 (closed)
