Allow CC BY-SA for snippets of code that references StackOverflow/StackExchange
StackOverflow licenses answers under a CC BY-SA license https://stackoverflow.com/help/licensing. Other Stack Exchange sites do the same thing. CC BY-SA is generally not allowed as a code license in Fedora.
However, some open source projects uses answers from StackOverflow and try to comply with the StackOverflow license policy by licensing that piece of code under a CC BY-SA license.
Assuming Fedora wants to carry open source projects that use and reference answers from StackOverflow, we should have some sort of exception that permits using an open source project that's under a Fedora approved license, but has some snippets of code that are licensed under CC BY-SA.
For example .NET 7 has this (among others): https://github.com/dotnet/runtime/blob/ac03fbd184b182a6632a50bbe70bc733e487264c/src/libraries/System.Private.CoreLib/src/System/Runtime/Intrinsics/Vector128.cs#L398-L420
