import and update docs from Legal:ECC wiki page

As discussed on the mailing list, this MR imports the contents of the https://fedoraproject.org/wiki/Legal:ECC wiki page and adds the brainpool family of curves to the "allowed" ECC implementations.

I have added a new page for this under the "Other Legal Information" heading for now, but I'm open to better suggestions.
