Java Packaging HOWTO not reachable

Our PR (!24 (merged)) was accepted into the staging repo and subsequently someone else opened the same MR into production. It turns out that the page can not be found, see: https://docs.fedoraproject.org/en-US/java-packaging-howto/. Instead the page is located at https://docs.fedoraproject.org/en-US/howto/ but the URL is wrong and the page should be located at .../java-packaging-howto/.
