Draft: Add fedora-eln manifest for centos-eln

jligon/base-images:add-fedora-eln-manifest into main

Add MANIFEST=fedora-eln: minimal-plus base for Enterprise Linux Next (ELN), using distro fedora and ELN repos at build time. The resulting image is published as centos-eln.

I suspect my first attempt will be wrong somehow, so please let me know if I screwed up anywhere. Thanks for taking a look!
