WIP: make major upgrade of django

This is a merge request created in request of @altnico to fix most of features (if not all) in process of upgrading to django-2.1 .

The process I am going to follow: type in comments all the known issues and mark fixed in progress of actually fixing them. This will allow to keep track of them and see overall status.
