prioritize localized apps with icons in Latest/Last Updated/Categories

Hans-Christoph Steiner requested to merge eighthave/jekyll-fdroid:is_localized into master

Based on the logic mapped out in fdroidclient!971 (merged), this introduces is_localized to give priority to localized package entries in the 3 item selected listings of Latest, Last Updated, and the Categories overview.
