add new setup to allow issuebot to work only with Application IDs and APKs, e.g. without source code

TtT projects review apps where the source is not available, e.g. proprietary e-gov apps. This enables EFF's apkeep to download APKs based on Application ID, then issuebot can run those through all its analyses. This should also help with RFP, since it means it is highly likely to find an APK to review, even if it can't find source or build an APK. It also provides info about which app stores an app is available in. This could also open up the possibility to show differences between the same app as released in different app stores.

@IzzySoft this should make it possible to use issuebot for reviewing APKs to include in izzysoft.de.

@jspricke I think the code is ready, but there is a little bit of work I need to do to fix the tests.
