Draft: add GitLab CI setup

Hans-Christoph Steiner requested to merge eighthave/ipfs-pinning-server:gitlab-ci into main

This is a complete CI setup that is almost working for everything here. The last thing to figure out is how to handle the systemd: tasks in etam.ipfs. https://codeberg.org/etam/ansible-role-ipfs/pulls/1 handles one issue with containers.
