Use apksigner in verify_apk_signature

Jochen Sprickerhof requested to merge jspricke/fdroidserver:apksigner_verify into master

As we switched to always use apksigner in 50f0534d, it makes sense to use it to verify apks as well. Hopefully this resolves de.chagemann.regexcrossword getting the KnownVuln, DisabledAlgorithm tags.
