Add platform 30

This MR adds the latest revision 03 of platform 30.

Build Tools 30.0.2 are already there

Obviously the hash is wrong, were do you get it from? I tought it was the checksum found in https://dl.google.com/android/repository/repository2-1.xml, but it looks to be something f-droid internal?
