Smart Card HSM fixes

Hans-Christoph Steiner requested to merge eighthave/fdroidserver:smartcard-hsm-fixes into master

I recently did some work getting the NitroKey HSM working smoothly with fdroidserver. These are the fixes from that work. The process is still much harder than it should be, but this helps at least.

The LICENSE declaration is just a detail, that's the official way to declare that file in recent versions of setuptools
