WiP: download ndk when missing

Marcus requested to merge (removed):ndk_auto_download into master

todo:

  • remove ndk_paths and make it work automatically.
  • detect installed NDK from android SDK automatically
  • make makdebuildserver not provsision the ndks
  • mount the ndks as a cache into the buildserver VM
  • handle the cachedir then being ro on the buildserver
