WIP: Build timeouts

Hans-Christoph Steiner requested to merge eighthave/fdroidserver:build-timeouts into master

These two commits create two kinds of timeouts:

  • max number of apps that fdroid build --all will try to build
  • 2 hour time limit per build run, then the VM is halted

This is based on discussions in #fdroid-dev with @uniqx and @Bubu. I have not tested these at all.
