gitlab CI runs on Debian/testing, Ubuntu/xenial, Fedora

In order to polish up for a real %1.0, this runs the test suite on Debian/testing, Ubuntu/LTS/xenial, and Fedora/latest. Thanks to @Bubu for pointing out that each test block in .gitlab-ci.yml can have its own image: field. This grabs effd5600 from !394 (closed) since it was needed fix things, and that one seems to need a chunk of work. Hope that doesn't cause problems.
