Parse localized descriptions and store them as HTML

Space Cowboy requested to merge spacecowboy/fdroidserver:fastlane-descriptions into master

As discussed in fdroidclient#1114 (closed) localized descriptions provided by fastlane/triple-play files are currently displayed in an unreadable format. This change makes sure localized descriptions are parsed and converted into HTML just like regular descriptions
