`fdroid btlog` for anyone to setup a binary transparency log for any repo

This provides a new comment fdroid btlog which runs on any F-Droid repo, and generates a binary transparency log from the external point of view. This lets anyone independently log any repo, and that can easily be compared to the log that a repo generates itself when binary_transparency_remote is set in config.py.

This includes some other fixes that I found in the process.
