Draft: Upgrade Buildserver VM to latest Debian (Bookworm)

Fix #1110 (closed)

Only tested vagrant+libvirt on a contributor machine.

The vagrant+virtualbox setup, the Docker one and .gitlab-ci.yml thing was not tested.
