lint: Anti-Features validator uses names from config / plus tests, cleanups, and minor bugfixes

This is another collection of changes made while working on !1350 (merged). The functional change is that this gets rid of the hard-coded regex for checking Anti-Features names and replaces it with the names that are configured in the repo.

I recommend reviewing one commit at a time, since the changes don't seem so related.
