feat(scanner): Allow non-zero-exit code if problems were found

This allows to use the scanner in CI and return a non-zero-exit code in case problems were found.

Edit: I never contributed to fdroidserver and just patched this for my own use. I am willing to improve the patch in order to comply with your rules, just let me know what needs to be done!
