only support zipballs in NDK provisioning
Once auto-install works for the NDKs, there is still one case in buildserver/provision-android-ndk that needs to be figured out: NDK r10e. It is not a ZIP so it needs special handling. I think we should stop supporting r10e entirely, and only support NDK versions that are available as ZIP. NDK r10e was released in May 2015, so its quite old.

- com.opendoorstudios.ds4droid
- dev.ukanth.ufirewall
- net.sourceforge.x11basic
- org.astonbitecode.rustkeylock
- org.retroshare.android.qml_app
@linsui @licaon-kter @relan @Bubu @astonbitecode can any of those apps be moved to use a newer NDK?
