Vespucci: Change Changelog to full Release log on Github

Vespucci is still developing the 15.1 version on a dedicated branch, the changelogs therefore do not appear on master. This problem currently affects the release 15.1.7, which is not listed on the changelog file of master.
The changelog link should therefore be changed to the release page of the github project.
This Pull Request therfore changes the Changelog link from https://github.com/MarcusWolschon/osmeditor4android/blob/HEAD/CHANGELOG.txt to https://github.com/MarcusWolschon/osmeditor4android/releases.
