New app: KeikaiLauncher

Keikai Launcher is a fork of Hayai Launcher (already in fdroid).

I created only a minimal descriptor because templates in fdroid repo seem to be outdated (files are not even valid yamls).

Would appreciate any help in making this look good ;)
