🛏️ archive all apps with target sdk < 24

This MR sets ArchivePolicy: 0 for all apps with target SDK < 24 (< Android 7) and the app latest update must be older than 712 days (2 years).

@linsui asked me to do some housekeeping (following up to admin#666 (comment 3338760400))
