nearby swap with hotspot

Hans-Christoph Steiner requested to merge eighthave/fdroidclient:nearby-swap-with-hotspot into master

This fixes up the nearby swap flow to work with the device's hotspot, when available. On certain Android versions, it can also automatically turn on the hotspot.
