Big install process event overhaul

I've been diving into the whole event logic of the install process and trying to make sure that the events are sent at the right time, and that things respond appropriately. This is a big step in that direction.

Lots more detail in the commit logs. I would have loved to get some review on this, but since it's been scant recently, I'm merging it and putting put an alpha :)
