Key fixes for todays alpha

I messed up Privileged Extension support in 1.3-alpha2, so these are fixes to get things working today for a 1.3-alpha3. This also includes a fix for a nasty crash loop caused by too rapidly clicking "Install" after an app is uninstalled. This makes it crash once instead. Then some minor gitlab-ci tweaks.
