This overhauls the navigation through the Nearby swap workflow to be non-linear. The user can now switch around between connecting to devices, selecting apps to share, installing apps from other devices, etc. all while maintaining the existing setup. This also improves handling the back button and backstack. In the process, I fixed lots of related bugs.
