add anchors for allowing deep linking to metadata build-flags in docs

I occasionally have to point app devs to our docs about metadata build-flags. It's not really pleasant to ask them to search the docs with [CTRL+F]. So I added some anchors which will allow us to refer to our metadata build-flag docs on-point.
