three key commits: require What's New for sidebar, Download button to v1.6, show Translation: links

• This is bumping the downloading button to the newly released v1.6. I have been testing quite a bit on it, and I'm going to be focusing on client work for the rest of the month, so I'm setup to be responsive to issues, as they arise. @Bubu
• This applies a simpler version of the !398 (merged) rules to the Latest and Last Updated sidebars
• If app metadata has a Translation: link, it will now be shown in the links group on the app's page @kingu
