Consulting page

I added a proposal for a consulting page as discussed in #96 (closed) and as discussed with @eighthave on 35c3.

Background: We (Vincent (OpenKeychain, K-9 Mail) and me (F-Droid Privileged Extension, AdAway, OpenKeychain, Offline Calendar, etc.)) started a small company in mid 2018 and like to work on projects in the Android FOSS space. I think we need more people working on funding the development and this could be a first step in the right direction.

I am open for feedback and criticism.
