Running a Mirror: include all known public rsync sources

This adds new mirrors that provide publicly accessible rsync servers. This does not include rsync servers that are allowlisted, like mirrors.fcix.net

I'm not sure yet whether non-official mirrors should be listed here or not, that's why I marked this as Draft.
