What does this MR add?

closes #60 (closed)

anyone can destroy their own tokens at any time. Assessments do so with all their tokens after payout() or cancelAssessment()

potentially some of the tests I added can be removed (now its being tested in 4 different places

depends on !56 (closed) to be merged
