Description of Refactor

This MR adds tests for the new assessor calling mechanism.

This branch, bucketList, was created by branching off from buckets, the implementation which it's testing (which is referenced in this issue and this MR).

So until its completion, this branch will have to periodically merge in updates from its parent branch.
