Description of Feature

a button to add user as assessor or not

Motivation and Context

not all users have time to act as assessors, by allowing them to choose for which concepts they receive offers, we increase the chances having enough assessors for new assessments

(we might want to make it the default that they are available, as we will have stopped propagating)

if the user is not yet a member of the concept that button is not visible.
