Draft: Knocking support

Got stuck trying to figure out whether knocking requires a federation request. The specification also mentions that the timeline might be made visible while the knock has not been accepted yet depending on the visibility settings. Also seems like there's quite a lot of de-duplication to do since joins and knocks are quire similar.
