docs: build docs using mdBook

meenzen/conduit:docs/mdbook into next

Similar to !294 (closed) but without changing or adding any docs.

  • Only includes the README.md for now
  • Docs of the next branch will automatically be deployed to GitLab pages (can be changed later)
  • Docs changes of MRs can be reviewed by browsing the artifacts of the docs job
  • Local docs development is extremely simple, just run mdbook serve
