Fix proxy config examples in config/proxy.rs

The examples of proxy settings in config/proxy.rs are outdated and no longer work.

They should probably be put in some document, but I couldn't find a suitable one. DEPLOY.md is supposed to be a quick&easy minimal setup guide, but perhaps a section on outgoing proxy could be added even there, somewhere near the end.
