Settings page: Add feature to enable/disable the number in icon [New feature]

Background

The option to show/hide the number in the taskbar icon is getting removed from the bubble UI with the redesign. This feature needs to be re-added into the product, to provide this control to the user. The Settings page makes more sense for where this belongs since this is not a setting that a user needs to interact with on a regular basis.

Goal

Provide an accessible way for users to show/hide the number in the taskbar icon in the Settings Page.

What to do

Add a checkbox in the Advanced Tab of the Settings page with the following label Show number of ads blocked in icon as specified here https://gitlab.com/eyeo/specs/spec/merge_requests/160.
