Settings page: Learn how to write filter lists text is missing

Background

In the Advanced tab, we do not provide a link to [Learn how to create filters](https://adblockplus.org/filters).

This is useful for users who may not be familiar with the filters syntax and want to create their own custom filters.

Goal

Encourage users to learn how to to create their own Adblock Plus filters, and provide information on how to do this.

What to change

• Update description to make it more compelling to users, encouraging them to "create" their own filters.
• Add the link [Learn how to create filters](%LINK%=filterdoc) to the CREATE AND EDIT YOUR FILTER LIST section as specified in eyeo/specs/spec!132
