Noissue - Update testpages CI jobs to dind 19.03.12
Testpages tests are failing on core: https://gitlab.com/eyeo/adblockplus/abc/adblockpluscore/-/jobs/2044396768
This is an attempt to fix the issue by updating to the latest dind version. According to gitlab CI docs, that should be 19.03.12.
