The Mandatory Governance Framework (MGB) is a constitutionally robust, human-scale governance blueprint built on five interconnected pillars: transparency and electoral integrity, human-scale governance through the Dunbar 1:150 Fractal Escalation Protocol, institutional oversight via the Independent Anti-Corruption Commission and Anonymous Citizen Juries, economic justice through the State Payment Rail and Automated Payment Transaction micro-levy, and housing and public utility activation through the Public Trustee Relief-for-Stewardship framework. The MGB is designed to be adopted and adapted by jurisdictions. It is grounded in the Boilermakers' principle and Chapter III of the Australian Constitution, ensuring the Citizen Jury remains a statutory investigative body rather than a court. This repository contains the complete suite of Standard Operating Procedures, governance blueprints, definitions, theoretical basis, comparative models, and public-facing documents that operationalize the framework.
