Proper activity addressing

activity-targeting into main

This PR makes the to and cc fields of Activity objects work properly for addressing.

Until now, these fields and the actual delivery recipients have been different, and hardcoded. By the time we're done, these fields will be the canonical way of determining recipients, and everything else will depend on them.
